I've actually found that Kisuke is one of those characters that is really good for pulling others out of their shells in general so that other players have a good chance to explore pieces of their character's canvas, sort of like an in-character, in-narrative barometer for their personal opinions. He's often truthful, but not always, and he'll say things directly contrary to what he actually believes just to get a reaction.
The character is (obviously) based by the author on The Mad Hatter, but also takes a lot of his habits/mannerisms/personality from, of all places, pipe=smoking, green hat-wearing Atos Wirtanen, Finnish left-wing intellectual, journalist, member of parliament and cultural critic. And culture critic is basically how he performs in-universe.
